Waterloo began in the 1780s as one of the first permanent American settlements in the
old Northwest Territory, growing up around a natural spring the early French travelers
called Bellefontaine—“beautiful spring.” German immigrants
arrived in waves through the 1840s and shaped the town’s character for good, from
its cottage-style architecture to a Sister Cities friendship with Porta Westfalica,
Germany that Waterloo still celebrates today. That heritage is on display in the
Waterloo Historic District, listed on the National Register of Historic

Local lore says the town got its name when settler Charles Carroll ended a rivalry
between two neighboring villages by declaring he’d give them both “their
